SUR is a part of the German transitional development assistance, commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. SUR focuses on the repair and rehabilitation of critical supply infrastructure and services as a contribution to municipal civil protection, as well as urban resilience and the rehabilitation, repair, and creation of municipal and private housing as a contribution to social resilience in Ukraine. The goal of the project is to systematically strengthen resilience of municipal services of general interest in selected regions.
The aim of the IWO’s contribution to the SUR project is to develop the capacity of cities to respond to the housing challenges and threats caused by Russian military aggression, while addressing pre-existing structural problems in the housing sector. The project includes
- a capacity building and educational program
- the assessment of housing sectors and housing needs in cities
- the development of local housing strategies
- Providing expertise and advice towards the SUR project on various aspects related to the topic of housing in Ukraine

This is the second iteration of the IWO activities within the SUR Project of GIZ, expanded for the next cohort of four cities.
SUR is a part of the German transitional development assistance, commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. SUR focuses on the repair and rehabilitation of critical supply infrastructure and services as a contribution to municipal civil protection, as well as urban resilience and the rehabilitation, repair, and creation of municipal and private housing as a contribution to social resilience in Ukraine.
The aim of the IWO’s contribution to the SUR project is to develop the capacity of cities to respond to the housing challenges and threats caused by Russian military aggression, while addressing pre-existing structural problems in the housing sector. The project includes the components:
- Analysis of the housing sectors and housing needs in partner cities
- Subsequent development of local housing strategies, aligned with the National Strategy
- Development and publication of the methodological recommendations for development of the local housing strategies
- Concepts of housing operators as a part of housing strategy
- Publication of the lessons-learnt and housing resilience concept with DOM Publishing house

The aim of the project is to support and train Ukrainian stakeholders in improving the energy efficiency of multi-family buildings through the practical implementation of scalable pilot projects and the development of operational models for building refurbishment with inclusive involvement of homeowners.
The project proposal is orientated towards 4 main objectives:
- concrete projects for potential investments to showcase feasibility and future bankability towards the local partners,
- support to capacity development of local service providers, who can continue high quality project preparation after the pilot,
- learning exercise and digesting conceptual approaches for Ukraine’s reconstruction and climate transformation of the residential building sector in Ukraine,
- inclusion of lessons learnt on TA / FA discourse in Ukraine and fostering the further evolution of EEF.

This project empowers Ukrainian apartment owners to explore the advantages of prefabricated refurbishment while fostering partnerships with Ukrainian businesses. The project “Municipal housing in Kharkiv: affordable rental models for housing recovery in Ukraine” is implemented by the city of Kharkiv and IWO e.V. in partnership with UNECE’s UN4UkrainianCities Project. The UN4UkrainianCities Project offers support to Ukraine’s government in planning a phased urban recovery in the pilot cities Kharkiv and Mykolaiv. In Kharkiv, the project supports relief, rehabilitation, and development, through a series of activities that seek to ensure balanced and inclusive urban development, grounded in the new Master plan for Kharkiv. The project is based on the “build back better” principle.
The UN4UkrainianCities Project is implemented by the United Nations Economic Commission for Europe (UNECE), funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in line with the Framework for Programmes for the Integrated Rehabilitation of Settlements and Territories of Ukraine, developed by the Ministry for Communities, Territories and Infrastructure Development of Ukraine to guide local governments in their reconstruction efforts.
